i can't use extensions or anything, just brushess and tools, et c.

You Could Try Gel or Hair spray to make it stay up in the back and if you wanted like a Puff.. type look you could tease you hair underneath...

get your hair razored, or point cut.

get lots of layers in it, because your hair looks like it doesnt have many layers, and the eaiest way to get your hair to stand up like that is to get alot of really short layers, or to get a point cut.

once you do that, it should be easy to stick it up and out.

i stick up my hair something like those, and i straighten my hair, then i hold my head upside down and straighten it going downwards, after that,i lift my head up, and just adjust the spikes to how i want them to be, then hairspray to hold

since your hair is shorter in the back than it is in the front, it's be easier to do something like this:
